I'd like to think he is focusing on just a few areas of OSX that aren't very user friendly and choosing to let that drive his opinion about the whole thing when he says something like "not even close." Obviously, as a whole, OSX does not suck.

Personally, I don't like the dock much. He might say the same thing, but would make it sound like undisputable fact backed up by evidence of some kind. He always sounds so bitter.
