If they're trying to get people to think longer-term, i.e. beyond the next quarterly results, then I applaud the effort.
But...'systematic approach to creatively develop directions for future Web services and designs' - that's what we've all be doing for a few years now. Perhaps they've invented a new term because what they're doing is actually something new? More likely, they're just trying to emphasize the 'long-term' aspect.
I feel more comfortable with a marketing approach like GBN's 'scenario planning' where they actually tell you what they do. That they don't feel the need to create a silly name for it is a plus.

Victor is right. Visioneering at Cooper (based on my understanding) is about taking the long-term view. Yeah, the term probably isn't ideal, but the idea is right.
Most Interaction Design projects started by the client are in attempt to solve a small problem, quickly. High contraints, small budget, short design and development cycle lead to small mediocre solutions.
Visioneering is about lessoning the technical contraints, interviewing a few more potential users, opening up to the possibility of a two-year development cycle, taking an extra month or two to design which all leads to something that's closer to meeting the goals of it's users rather than the shoot the product in the foot out of the gate approach.
The process is the same: qualitative research, Personas, scenarios and smart-thinking. The difference is in the contraining forces. Each produces a significantly different result. And yes, there isn't enough Visioneering work going on for our ideal designer tastes.
